The Sacramento Report: Trade, Infrastructure & Workforce with the Twin Ports (20 Apr 2026)

Join the Harbor Association of Industry and Commerce for an exclusive legislative luncheon featuring Adrian Granda, Government Affairs Director at the Port of Long Beach, and Arthur Mandel, Government Affairs Director at the Port of Los Angeles.

As Sacramento shapes the policies that will define the future of the San Pedro Bay port complex, our speakers will offer firsthand insight on the legislative priorities driving trade, infrastructure investment, clean energy transition, and workforce development across the nation's busiest port gateway. Topics include the state's Cap-and-Invest program, infrastructure modernization and rail expansion, the 2026 USMCA renegotiation, zero-emission transition timelines, and what it all means for Harbor Area businesses.

This is an intimate, 50-seat working lunch designed for direct conversation with the officials at the center of these issues. Whether you're navigating regulatory change, planning capital investments, or looking to stay ahead of what's coming out of Sacramento, this is the room to be in.

Registration includes a plated lunch, hosted parking, and program materials.

Coffee and Cargo (23 Apr 2026)

Join the Harbor Association of Industry and Commerce for a morning conversation with Christopher Chase, Director of Cargo Marketing at the Port of Los Angeles.

In this role, Chase leads a team responsible for promoting America's Port — North America's largest trade gateway for container volume — driving Port revenue and supporting thousands of jobs in the region. His portfolio spans cargo marketing, cruise industry development, supply chain optimization, and relationships with beneficial cargo owners and railroads.

Chase has served in increasingly senior roles at the Port of Los Angeles since 2001, following six years as an account executive at Hanjin Shipping Company, where he managed import and export container business across Asia and Europe. That experience gives him a rare dual perspective — both the carrier side and the port authority side of how cargo actually moves.

He also played a leading role in the Port's technology push, partnering with GE Transportation (now Wabtec) in 2017 to launch Port Optimizer — a first-of-its-kind digital platform providing real-time, data-driven supply chain insights for cargo owners and stakeholders.

This informal coffee discussion will focus on 2026 trade volumes and tariff impacts, supply chain trends, the Port's digital and technology strategy, and the infrastructure and policy decisions shaping the future of goods movement through the San Pedro Bay. It will also touch on cruise growth and LA Waterfront development, as well as environmental initiatives including electrification, shore power, and green shipping corridors.

Coffee and light refreshments will be provided.

Each year, HAIC members travel to the State Capitol to meet directly with California legislators and their staff on the issues that matter most to our region's ports, businesses, and workforce. This two-day event includes a legislative reception and dinner on the evening of April 27th, followed by a full day of Capitol meetings on April 28th.

Your presence sends a powerful message: the San Pedro Bay port community is engaged, unified, and ready to advocate for policies that keep California's economy moving.

This year's priorities include port infrastructure funding, supply chain efficiency, environmental compliance timelines, and workforce development. Whether it's your first time at the Capitol or your tenth, your voice matters.

A data-driven conversation grounded in LAEDC's Economic Forecast and Trade & Logistics Cluster report — examining the structural pressures facing the LA regional economy and what decisions matter most over the next two to three years.

2026 has already delivered a Supreme Court ruling that reshaped trade policy, shifting cargo volumes, and a generational infrastructure bet at Pier 500. And we're only halfway through.

Coffee with Noel Hacegaba (25 Jun 2026)

Join the Harbor Association of Industry and Commerce for an exclusive morning with Dr. Noel Hacegaba, Chief Executive Officer of the Port of Long Beach. Six months into his tenure as CEO, Dr. Hacegaba leads one of the nation's busiest seaports at a pivotal moment — navigating tariff uncertainty, shifting global trade patterns, and a $3.2 billion infrastructure investment program designed to double the Port's capacity by 2050. Earlier this year, he became the only U.S. port executive invited to speak at the World Economic Forum in Davos, and he currently serves as President of the California Association of Port Authorities.

Over coffee and a continental breakfast, Dr. Hacegaba will join the HAIC for a candid, moderated conversation covering his first six months as CEO, his leadership strategy for the Port, the state of port operations and global trade, and his advocacy priorities for the harbor business community. The program will include time for audience questions.

Whether you operate in logistics, real estate, energy, professional services, or any industry touched by the San Pedro Bay port complex, this is a rare opportunity to hear directly from the person steering the Port's future — and to ask the questions that matter to your business.
